Helen Bowers – Director of the Older People’s Programme, NDTi
Helen is the Director of The Older People's Programme (OPP), originally based at Kings College London from 2001-2003 and an independent organisation since 2004 prior to joining with NDT to form the National Development Team for Inclusion (NDTi).
Helen has worked in and around public services for the last twenty years, and for most of this time has focused on delivering and improving services for older people. She is passionate about public service reform that is shaped with and by local communities working in partnership with public agencies and the commercial sector to bring about real and lasting change.
Helen leads the programme of activities and projects commissioned from or initiated by NDTi on ageing and older people, and the Research and Evaluation work we do, including: advising Government and national bodies on strategy and policy development on age, ageing and older people; overseeing the design and implementation of complex evaluation and action research programmes; undertaking strategic facilitation and support to senior management teams of public organisations; designing and implementing learning networks and action learning sets aimed at introducing new policy initiatives and guidance; focusing on embedding person centred approaches at every level of service delivery, design, planning and policy for older people; and providing supervision and support for the OPP staff and Associates team.
From August 2006 to August 2008 Helen worked with the Office for Disability Issues to advise the Independent Living Review/Strategy team on priorities and proposals to improve the life chances of older disabled people.
